The streets in our HOA Location are controlled by SID 427 (Sanitary and Improvement District of Douglas County, Nebraska.  The Sheriff of Douglas County recently informed a partner of our HOA namely Stone Creek that upon Winter conditions forcing the street to be cleared, all cars should be removed from the Streets and located on their driveways and their garages.  The HOA has no authority over cars parked in the street but I would suppose the Sheriff could issues tickets if the streets were made unsafe due to parking on the streets when the streets need to have snow and ice removed.  If neighbors are having problems about parking in the streets they need to talk with the perceived parked car owners directly-the HOA has no jurisdiction over the streets.
